Pennsylvania is one of the states without a general false claims act, which means a Pennsylvania Medicaid case recovers only the federal share of the loss. Ross has publicly advocated for the Commonwealth to adopt one, and presents continuing legal education on False Claims Act pre-trial strategy.

He graduated with honors from George Washington University Law School and holds a B.S. in Business Administration with a finance major from the Catholic University of America.
